Also, about half of workers who personally lost wages during the pandemic (49%) are still earning less money than before the coronavirus outbreak started; and, WHEREAS, due to the present economic crisis, as articulated above, it remains necessary for the City to provide economic support to individuals and businesses alike to ensure that Saint Paul recovers from the COVID-19 pandemic disaster; and, WHEREAS, during the COVID-19 peacetime emergency, I have exercised executive authority through more than 111 Executive Orders to provide relief and further prepare our City for the COVID- 19 Pandemic; and, WHEREAS, these Executive Orders remain in effect only as long as the emergency continues; and. A homeless shelter is not a specified use under the code and is therefore not a permitted use. The Notice, Public Hearing and other requirements laid out in City Charter, Chapter 6 and Saint Paul Legislative Code Section 409, are waived to allow for the immediate creation of On-Sale Intoxicating Beverage Food Hall Licenses; and, Saint Paul Legislative Code Section 409.03(a) (Exhibit A) is amended to include Food Halls in the list of establishments that the City of Saint Paul can issue on-sale intoxicating liquor licenses to; and, Saint Paul Legislative Code Section 409.32 (Exhibit B) is hereby added to define and create an On-Sale Intoxicating Beverage Food Hall License; and, The fee for On-Sale Intoxicating Beverage Food Hall License is waived while this Executive Order is in effect; and, The Department of Safety and Inspections may issue an On-Sale Intoxicating Beverage Food Hall Licenses upon successful application by an applicant in order to provide immediate assistance to qualifying businesses wishing to utilize this license type; and, Executive Order 2020-33 Creating and Regulating On-Sale Intoxicating Beverage Food Hall Licenses, Executive Order 2020-29 suspending certain requirements of the zoning code pertaining to consent petitions. WHEREAS, the COVID-19 pandemic continues to present an unprecedented and rapidly evolving challenge to our City. The Delta variant is more contagious than previous variants, has been causing more severe illness than prior variants, and fully vaccinated people with Delta variant breakthrough infections can spread the virus to others. Executive Order 2020-5 regulating skyway hours is extended without amendment. . The potential for community contact transmission is especially concerning for vulnerable individuals, emergency workers, and other essential workers who continue to provide services to the community. The COVID-19 Omicron variant, which has been identified in Ramsey County, has been determined by the CDC to be a variant of concern and appears to be easily transmitted. As of August 20, 2021, there were 55,016 reported cases of COVID-19 in Ramsey County, and 917 COVID-19 related deaths; and, WHEREAS, due to a reversal in the downward trajectory of cases including a national moving average of cases per week in late June of 12,000, to a weekly average of over 60,000, on July 27, 2021, CDC released updated guidance on the need for urgently increasing COVID-19 vaccination coverage and a recommendation for everyone in areas of substantial or high transmission to wear a mask in public indoor places, even if they are fully vaccinated; and, WHEREAS, Ramsey County is in the high transmission category: and, WHEREAS, new data began to emerge in July that the Delta variant was more infectious and was leading to increased transmissibility when compared to other variants, even in vaccinated individuals; and, WHEREAS, the delta variant is more contagious than previous variants, may cause more severe illness than prior variants, and fully vaccinated people with Delta variant breakthrough infections can spread the virus to others; and, WHEREAS, the now 17-month health emergency has impacted the residents and businesses of Saint Paul; and. 2. respecting the conduct of persons and the use of property during emergencies; the repair, maintenance and safeguarding of essential public services; emergency health, fire and safety regulations; and all other matters which are required to protect public safety, health and welfare in emergencies; and, WHEREAS, providing guaranteed monthly income to randomly selected, low-income residents experiencing adverse financial consequences as a result of COVID-19 is a necessary and appropriate means of protecting the safety, health and welfare of these residents, while protecting the economic health of the city as a whole; and. On July 29, 2021, the CDC COVID-19 data track changed Ramsey Countys level of community transmission to substantial, triggering the CDC recommendation for fully vaccinated people to wear masks in public indoor settings. On March 16, 2020, Minnesota Governor Tim Walz issued Executive Order 20-04 which ordered the temporary closure of Minnesota restaurants and bars to dine-in customers and also ordered the temporary closure of places of public accommodation and amusement, including but not limited to: theatres, museums, fitness centers, and community clubs; and Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, clubs, and other places of public accommodation that offer alcoholic beverages for on-premises consumption until April 10, 2020. The WHO and the U.S. Centers for Disease Control and Prevention have advised all individuals to take measures to reduce their risk of COVID-19, especially the Delta and Omicron variants, including proven public health and social measures such as wearing well-fitting face coverings, hand hygiene, physical distancing, improving ventilation of indoor spaces, avoiding crowded spaces, and getting vaccinated. During the curfew, all persons must not travel on any public street or in any public place. In response to the civil unrest, on May 29, 2020, I issued Emergency Executive Order 2020-11 imposing a curfew in all public places in order to protect individuals and property.
